Flanked by Director of National Intelligence Tulsi Gabbard, Leavitt was seen shaking her head and even let out a brief chuckle as Collins grilled Gabbard with a multipart question regarding Russian meddling in the 2016 election and Gabbard’s reasons for making intelligence public.
